Grow With Us!

Ottumwa, Iowa is a community on the rise and rich with development opportunities!

Request for Proposals

The 312 E Alta Vista Partnership Group, in conjunction with Mission 500, are inviting responses for the attached Request for Proposals (RFP) for the 312 East Alta Vista Housing Redevelopment Project.  This RFP outlines a unique, residential housing opportunity in Ottumwa, Iowa.  The successful developer will be an integral component of more than $170 million in future development across the City of Ottumwa in 2024.  This 10-acre parcel, a former historic St. Joseph Hospital site, is nestled between the Ottumwa Country Club to the north and Vogel Place Historic District to the west, in a highly desired residential area.  This new development will serve as a catalyst for new housing growth in a city of more than 25,000 residents.

In the 2022 Ottumwa Housing Study, (view study here), it was determined that there is a ten-year demand for at least 500 new housing units across all price points in this market, with a significant gap between higher income households and the number of units available to those households.  We welcome your response to this request to assist us in filling this demand.

Our Community

Located in Wapello County in the southeast region of the state, our community is growing in both population and diversity, with over 25,500 residents. Ottumwa has seen significant investment over the past few years through a revitalized downtown district and a number of sizable developments, which have spurred a great deal of additional commercial interest in Ottumwa.

Locally owned businesses, as well as national corporations, continue investing in our community through expansion and/or opening new facilities in Ottumwa. The expanding commercial districts and industrial base make Ottumwa a strong, viable and expanding community.

Housing Demand

Through progressive partnerships between City government and private business and industry, we are looking forward to an era of growth and are seeking partnerships to expand housing opportunities to our residents. A recent housing study illustrates the demand for 500 new housing units in Ottumwa–from market-rate single-family to multi-family to senior living facilities.

Available Incentives

In addition to traditional tax abatement avenues, the City of Ottumwa is taking a proactive approach to make development in our community a successful endeavor.

The Build Ottumwa program provides a $10,000 economic development grant to construct a new single family home valued at more than $125,000. Grants are paid at the time a certificate of occupancy for the new home is issued.
