Gene Schultz

Each year, Greater Ottumwa Partners in Progress presents the Gene Schultz Community Service Award to an individual whose volunteerism, civic involvement, and dedication reflect Gene Schultz’s commitment to serving others. The 2026 award was presented to Tom Shafer, a longtime Ottumwa businessman and dedicated community volunteer whose generosity and leadership have positively impacted the area for decades. A member of Ottumwa Kiwanis for more than 35 years and its current president, Tom has supported numerous youth programs, charitable fundraisers, and community initiatives. His service includes mentoring students through the iJAG program at Ottumwa High School, volunteering with Main Street Ottumwa since 1985, and supporting local shelters, food banks, and families in need. He has also served on nonprofit boards, coordinated community events, and remained actively involved in outreach efforts through Agency Community Church. Known for his kindness, enthusiasm, and willingness to lend a hand wherever needed, Tom exemplifies the spirit of selfless service and continues to make a lasting difference throughout Ottumwa and Wapello County.
